The electric fence chargers work on the following principle: power is converted into a brief (40 - 50 pulse / minute, max. 10 msec) high-voltage (2 – 10000 V) pulse of energy. In 2006 the EU introduced a new regulation governing the production of electric fence chargers, providing a 3-year grace period for meeting the new standards which only allow the sale and use of units with a maximum output of 6 Joule with maximum 60 pulses.
